Imported Products: A declaration submitted by the importer confirming that the product complies with the requirements, used for imported commercial products that are not subject to technical regulations. Locally Manufactured Products: A service for local factories producing commercial products that are not subject to technical regulations.

In Simple Terms

For imported products, if the product is not subject to a technical regulation requiring a Certificate of Conformity, the pathway is to register the product and then issue a Self-Declaration instead of a Certificate of Conformity. For locally manufactured products, the local manufacturer declares that its products comply with the applicable requirements, and the declaration is registered through SABER.
